Assuming that Riley, upon splitting up with Buffy, had stayed in Sunnydale, do you think that he would have been any help in the fight against Glory?

By himself? No, not really. However, it shown pretty clearly that even the The Initiative has been officially decommissioned and shut down towards the end of S4, they still monitor things and have a presence throughout S5 and into S6.
If Riley had stuck around, it actually would have been a good thing strategy wise for Buffy. Regardless of how useless the guys running The Initiative were, calling in the might of the United States military probably would have helped, especially when Buffy was taking Dawn and just running.

Well certainly in the final fight, I think he definitely would have been a huge help; remember, all they needed to do to stop the ritual was to delay it so that it'd be impossible to perform. Another strong ally like Riley and Spike would have had more help against Doc which, all other things being exactly as they were, probably would have been enough to prevent Dawn from being cut and Buffy from needing to jump.
