Tara managed to blind temporarily the Jonathan demon in Superstar but had to hide in a closet to save herself. And she used telekinesis in Normal Again. Did she do any other combat spells on her own?

Willow's more powerful but she SUCKS under pressure. Maybe it's just a plot thing (you can't have Willow saving the day with big honking fireballs every week), but Tara tended to be the one who actually used magic in combat, like in Normal Again. I'm sure there's another one where she throws some kind of ball of energy..was it one of the werewolf episodes? Or was that when she threw a chair? I can't remember.
She obviously knows her limitations though, and she's not a frontline fighter by choice, which is why she's not really suited for AI. But until Willow goes crazy (both times), she doesn't really use offensive magic. Not without Tara helping her.

It was Bargaining Part I. She flings a blue fireball at one of the motorbike demons that disturbs the resurrection ceremony. I'm still sure she did something to a werewolf though...
Yes, but that's a more of a general writing flaw rather than a difference between Willow and Tara, IMO. If they could just point a finger and annihilate the demons Buffy would have become irrelevant and they might as well have renamed the show to "Charmed: Sunnydale". 🙂 So they never really go on patrol with Buffy or do much damage with their magic. Wesley on AtS uses guns and swords instead of spells too, yet he is sometimes shown to be quite strong magically, IIRC.
I don't recall exactly what happened in Bargaining, but I believe Willow was too exhausted by the resurrection spell to do much more, maybe that's why Tara seems more helpful than her. That said, I think it would have been very easy to make Tara good enough to at least protect herself in most battles had she moved to LA. It's not as if Cordelia and Fred killed five demons each in every episode, either. 🙂
Could have been interesting to see if Tara would have had some calming influence on Connor as she did with Dawn. Sure, Connor was more unstable and prone to violence and had an amazing ability to never believe the truth and buy every lie that would get him in trouble, but still. And Lorne would have loved her singing voice, if we are to judge from her OMWF songs.

I'm gonna go with the crowd and say that Tara would not have fit in Angel. Some characters are just made for Buffy, some for Angel. I don't think Gunn would have been good on Buffy.
