In theory yes but in reality probably not. Every decision we make is based on our own experiences and biases, most of which are so deeply rooted within us that we are not even aware when we are being impartial.
Although it depends on what definition of impartiality you use. True impartiality may be impossible but as long as you are aware of your own biases then I would like to think most reasonable people would meet the fairness criteria of impartiality if they were on a jury for example. But maybe I am being naive. Lawyers will tell you that a black defendant has a greater chance of getting off the more black jurors there are.
But to take it a step further I am getting more and more links about whether free will actually exists, or if free will is an illusion. This idea has been around for a while but it definitely seems to be getting more popular. The below article in The Guardian is an interesting introduction to it. And to be slightly facetious about an idea in the article if we don't even have the ability to choose freely between whether we want an apple or a banana how can we ever be impartial about anything
