My assumption was that it was the Watcher’s Council. They were overseeing her anyways, they knew the danger that she presented to everyone when she escaped, and they would have known where Giles lived. Regardless of if Buffy and Giles quit the Council, the Watchers still have a vested interest in making sure that the Slayer isn’t killed.

Isn't there a hospital policy regarding Next Of Kin contact info and comatose patients? I think that before the Mayor's death it would've been his number/office that the hospital would've contacted. But after? There wasn't anyone else. No known family to contact after Wilkins.
I could easily headcanon that Giles and/or Buffy requested that Buffy be contacted if/when Faith woke up. This would be both a compassionate act (that Faith wasn't forgotten) and a sensible precaution/heads up to potential danger (which is actually what happened).
Obviously the police were also supposed to be contacted when Faith woke up because of her numerous crimes, but they're kind of incompetent and slow to act. I mean, wouldn't they go and see Buffy and ask her about Faith's whereabouts? Stupid flatfoots.
Regarding the theory that it was the Watchers I tend to doubt it; both from Giles nonplussed reaction and handing the phone to Buffy and for the simple reason that the council already had an operative in place; that nurse who ominously said 'send the team'. That was their plan.
Why would the Watcher's council rely on a rebellious (i.e unreliable) slayer to bring in a rogue one? To the WC they would regard Buffy and none of Faith's concern; she is there's to deal with.

I kind of just assumed this was the case. It's possible that Buffy listed Giles' number for contact info. It's possible they tried Joyce's number but Buffy wasn't there. I just assume the hospital had Giles and Buffy as contacts.
It could have been the Watchers Council but I don't know why they would ask for Buffy and not Giles, since he was Faith's watcher at one point.
I just always assumed that it was the cops.
The Mayor hasnt been dead a year and i bet he still has a few loyalists on the force. I am also sure he left more than one 'surprise' for Buffy in case she killed him. Richard strikes me as a very bad loser.

I head canon, and I think fits neatly, that there was a secretive groups of cops within the department who hated the Mayor and realized Buffy made the streets safer for cops, and thus helped "behind the scenes" as much as they could get away with.

Well, Buffy saves a lot of people's lives, and probably has a lot of contacts that we don't see. There's also secrecy to consider, just because you know Giles's secrets, doesn't mean you should need to know Buffy's, and vice versa.
I always thought it was the police as well, as you can generally have a "get notified" thing concerning changed conditions for someone who's been a known threat to you. Buuuuut... now that I'm thinking about it, would the cops really know that Faith was a threat to Buffy? Last we saw of their dealings with police they seemed more incline to think they were in a girl gang together, rather than against each other. Hm.

Yeah, given what we're shown, the police should've seen her as a victim, not a murderer. I have to head canon Watcher interference and off screen police (in the know) intervention, which actually fits neatly with the story we're shown, but still.
