Is Halfrek Cecily?

The same actress who played Sesale also played Halfrek, and in older and Far Away, Spike and Halfrek clearly know each other and they exchange awkward greetings. So is Halfrek Sesale?

I think you mean Cecil, not Sesale. Just saying.
Whether she was or she wasn't was never definitely said, but there was a scene where she and Spike definitely seemed to recognize each other.
 
i think we had a long thread on this topic a while ago and the most popular opinion was that it was just a writers inside joke type deal because it was the same actress playing both roles, so basically no they were not the same person...just the same actress.

I think Halfrek is Cecily. Because of how the recognized each other in that wierd, uncomfortable way... Spike had this sort of disapproval and confused look, while Halfrek started to play with her her in a nervous way.
And when the others ask if they know each other Halfrek kinda just giggles it away and Spike is all like: "Not really." 🙂 I thought it was funny!

I always thought they were the same person. And as someone said, maybe it wasn't supposed to be, but the writers thought it would be funny to build on it. 🙂
 
I don't think it was originally intentional though. I think they casted Kali again, and because of it decided to go with that bit, where Cecily sometime along the way turned into a "justice" (in her words) demon. Makes you wonder if it had anything to do with William and her rejecting of him earlier.
 
I can't remember where, but I'm sure I read somewhere that actually Cecily was Halfrek! She was out and about doing vengeance and she met William. The night everyone laughed at William's poetry, she slaughtered everyone in the room.

Was it Joss that said that or I am I just remembering some fan fiction?

I don't know if that ever happened in canon, but it would have been awesome if it was. 🙂
I always loved the idea that Halfrek was posing as a human "Cecily" during that time... I thought it was obvious in "Older and Far Away" that she was supposed to be the same person, and would have LOVED a flashback scene or something later on to confirm it.

Neither! That's actually the Spike: Old Times comic. Debatable art, fun story.

Yeah. I think I read somewhere that they cast the same actress without really thinking about it. Like she ended up being the same person unintentionally. Maybe when they were writing Older and Far Away they realized that she and Spike would be in the same room so...why not go with it?
