Another thing you might try is, after you clean your system of spyware as Beernut instructed you, you can try another web browser.
If you're getting a ton of popups, you're probably using Internet Explorer. IE is exploited too easily by internet bad guys like spyware, and virus writers.
I recommend Firefox. You can see it here, and download it if you like.

Firefox blocks popups by default, and lacks many of the vulnerabilities that makes IE so easy to exploit. Opera is another good choice, but the free version comes with adware.
You will still need IE for stuff like getting Windows updates, and making the transition from IE to another browser might seem a little strange at first, but it is a safer surfing experience.
Edit: I should tell you, the reason you may be having this popup problem at this site in particular is because the browser hijacker Beernut was talking about will search the page for keywords, and see if it has any ads to serve you that match those words. I'm guessing when you hit this page, you hit the magic combination of keywords.
