i did really enjoy this episode, but after watching it for the 2nd time i never understood who the cyborgs were i presume they wernt the watchers council although i may be wrong,
 
I LOVED this episode, watched it last night, I don't think they were the watchers council either, just some random baddies I think. But it was a great episode nontheless, Wes gets all trigger happy again, love it, just goes bananas with his pistol, shoots who he believes to be his father without hesitation because Fred's life is threatened, his 'dad' doesn't even get to finish his sentence and Wes just starts shooting, t's so dark man, it was great.
 
Hey I actually just finished that episode for the first time! It was the second to last episode I'd never seen.

And wow, I love the feeling of fresh episode. And what a good episode to pick!

I loved Spike in this one...stuck with Eve in the elevator, pointing out that stuff about sex with robots, trying to cencentrate to be able to hit .. <h it was just all so hilarious
Also, Angfel at the end, telling about how he killed his father, haha.

I always thought the cyborgs were the Watcher Council's new 'slayers' since they no longer had slayers. I just thought they were their new instruments.

EDIT:
And to expand on that theory the episode is entitled Lineage; as with other shows it very well could have the double meaning. The next line of slayers as well as old man Price.
 
Very clever. I think it's fair to assume it could be the new watchers council as oppose to a rouge organization that has the watchers councils files. I like to think the guy who did the spell/programming actually knew Wesley's father personally. Plus they've never like vampires (or Angel) so the attack seems an appropriate reaction for them considering the scoobies went as far as snubbing Angel, it's not too unbelievable someone with less sentimental ties would do something more drastic.
 
I just finished watching it for the first time and loved it as well. The end scene made me so sad, when Wesley calls his actual father and still has to deal with the harshness of their relationship.

It seems odd that the cyborgs would have all this information on Wesley to be able to pretend to be his father... wouldn't some of this information be at the council? But then again, since it was a CYBORG saying the council was being rebuilt, we don't even know if this is true, or if the council was still, well, smithereens at the time.
 
I'd say the cyborgs being sent by the council makes the most sense, or rather what is left of the council.
