If Maggie already knows about the supernatural threats and is meant to be keeping it a secret then why on Earth is she talking about 'gorillas' at the top of her lungs in the halls as if she has no idea?

Smokescreen. False flag. Bad writing. Typical stuff the government does.
 
To be fair the scoobies also had the bad habit to discus Buffy her duties in public. However, Maggie is not a teenager and should have known better. In this case I blame bad writing. You could argue that she wanted to warn others without telling them the truth though.
 
My thought is that she wanted a "plausible explanation" for whoever else saw it, though may be panicking herself at the moment which threw her game off (so she didn't say "wild dog" instead--though it's possible saying "gorilla" was also a writer making fun of the werewolf costumes).
 
But... but... they'r the government? Surely if there was concern about student safety they could have issued a press release about a wild gorilla that escaped from the zoo?

Ha. hahaha.. the government concerned over student safety. I can't imagine they were much worrying about it. A gorilla breaking free from a zoo sounds as plausible as a biker gang on PCP attacking a high school.
 
The government does not care for our safety as long as taxes can be paid, and business can continue profiting. Certainly not in the USA. Not even the police will always save you, and they have no legal obligation to (that was decided in a court case and other cops have cited it for not going to the aid of others, including not going to taser one man they were already looking for who was stabbing another on a subway). And the Initiative had to keep a very low profile in addition to having other concerns, though I'm sure Maggie sent forces to take the "gorilla" since she'd want it for her experiments. Nothing about her struck me as someone who gave a damn about the students.
 
We really don't know how Maggie and the Government view "Sub-terrestrials," or how much information they possess concerning them. Heck, for all we know, Maggie thought she saw a bigfoot, and those are natural creatures, not sub-terrestrials. But I'm guessing that Script was written on the fly, and they weren't too concerned about hinting at Maggie's true nature when they had to cram one seasons worth of stories into a single episode.
 
Exactly! So in that case we kind of need to assume that she wasn't saying it to subtly warn the kids.

Poor writing.
 
Definitely bad writing! Her reaction to the werewolves doesn't make sense at all compared to what we know about her, and I feel like she would have immediately called out the troops that very night to capture the creatures, rather than wait until the next day to tell Riley loudly in the hallway. I guess it tipped Buffy off though, so there's that.

Although, I must assume that the government officials of Sunnydale have no faith in the civilians ability to identify animals. From the gorilla/wild dogs here to the wild bears Riley shouts about in As You Were...

...the Sunnydale zoo must be quite the place to visit. I wouldn't recommend it though 😛
