The smiley guy is Serena's schemy and suspicious new boyfriend who ends up making her get arrested, he's played by Arnie Hammer (or Armie Hammer or something).

Haha, I know! Their storyline is based on the Anne Hathaway scandal with her ex, although it will be darker and lead to Georgina saving her life, apparently.
