Most Romantic Moment in the Verse

Angel telling Buffy that she could keep his jacket and that it looked better on her and the look on his face when he said it.
Buffy and Angel kissing in his apartment before she went to school in Surprise.
In Helpless when after sparring with Angel Buffy straddles him and stakes him with her Baguette.
Then later in the episode Angel giving her a book of poems with Always written on the first page. 🙂
 
I don't actually find the verse all that romantic at all, most of the things I would name are more supreme acts of love, rather than romance, but if I had to pick...

1.) Angel giving Buffy the Claddagh ring as a token of his love and devotion. He was so scared to say that he loved her out loud, so he did the next best thing he could.
2.) In Graduation:

Willow: What are you doing?
Oz: Panicing.

This was such a lovely exchange, especially when Oz had turned down Willow's adavances 6 months earlier because he wanted them to need it to happen. *sigh* How I miss Woz.

3.) Buffy and Angel's little walk back into Sunnydale after the snow fall in Amends. They are holding hands and Angel looks over to Buffy and he gives her this tiny little smile. It's a very lovely moment between them.

Oh man, how could I forget that Woz moment? I guess I always labeled it "sexy" instead of "romantic" but it certainly makes me blush all the same.
The Verse includes Angel, right?

3. Flamey hands
2. "End of Days". Spike saying it was the best night of his life. Wow!!!

and number one......

1. Fred and Wesley's last moments together. I cried like a baby. Not including The Body, it may be my favorite Whedon scene.

9. Buffy and Spike at the end of Intervention.
10. Willow saying Tara's her everything, and feeding her applesauce in Tough Love.

I'm with Kean, most moments are not all that much about romantic gestures but about genuine love... but a few moments still make me go SQUEEEE like a school girl, lol, e.g.

- Angel giving Buffy the claddagh ring. The way he wore his ring with the heart pointing inwards the whole time even though no one, not even she, knew what it meant... just perfect.
- Angel showing up for Buffy's prom, because it meant so much to her
- Oz giving Willow the Pez witch
- the cute compliments Oz always makes Willow

And I also admit a certain weakness for Cander, when Xander buys the prom dress for Cordy, without expecting her to forgive him. So sweet.
 
These may be more gallant than romantic, but I loved them:

Spike refusing to give up Dawn when Glory was torturing him. He did it for Buffy but never knew that Buffy would ever even learn what he had done. That was pure love.

Spike stopping Buffy's dance in OMWF. It was very tender.

Angel showing up wordlessly at Joyce's graveside after the sun went down.
