By which I mean, villains who accomplished something and either completely got away with it or left a significant impact during or after.
Candidates:
Angelus: He kills Jenny, gets rid of any potential way for Angel to come back, and if not for Spike turning the tables on him he probably would have sucked the world into hell. When he comes back on Angel, it takes less than half an hour for him to turn the Fang Gang against one another, he kills the Beast, and almost succeeds in killing or at least vamping Faith before she poisons him.
Spike. Aside from being clever enough to fool Angelus, he helps Adam turn the Scoobies against each another in S4, and after that fails, helps rescue people from the Initiative bunker so Buffy doesn't stake him.
Anyanka. Uh, she spent a millennium killing people without any consequences whatsoever. Her actions in 'The Wish' resulted in the deaths of all the Scoobies sans Giles and Oz (even if it was an alternate universe). Then she gets away with it scot-free, and manages to become close friends with the entire Scooby Gang. Even when she starts killing again, she is spared from death (until the finale).
Sweet. He came, got the Scoobies to reveal a bunch of embarrassing secrets about themselves, nearly made Buffy dance herself to death, and left without getting a scratch on him.
Holland Manners, who has complete and total control over Wolfram and Hart. The one thing he didn't count on was Darla and Drusilla turning on him, and Angel leaving them to die.
Holtz. A man out of time, he arrived in present-day Los Angeles with only one thing in mind - to kill Angel and Darla. He had no allies except those he created for himself, duped Angel's best friend into kidnapping Connor, escaped with Connor into a hell dimension for sixteen years, came back, and made it look as if Angel killed him so that Connor would hate his father forever. It took Jasmine centuries to come to Earth and she lasted less than a week, while Holtz managed to drive a wedge between father/son that would have a significant impact on the rest of the series.
Lilah Morgan, for all of Seasons 3 and 4, but special mention goes to her dispatch of Linwood, manipulating Holtz and Angel during the Darla/Connor arc, and being the sole survivor of the W&H massacre. It's only Possessed!Cordy that catches her in the end, otherwise she might have lived.
