Most underused/underrated character in the Buffyverse?

I'm leaving this question a bit open-ended, since I think one could make a case that even a main cast member was underused and/or underrated.

Among recurring characters, though, I was disappointed Ethan Rayne didn't appear in more episodes of Buffy. A crossover to Angel would also have been interesting. He was just such a good character, but we only see him in what, three or four episodes of Buffy? I think he gave Giles a lot more depth, considering the backstory and the way they drifted apart: Giles toward order and goodness versus Ethan toward chaos and evil/destruction. I would have expected to see what had happened during and after the "rehabilitation" of Ethan.

Amy (the witch) is another. I thought for sure she'd appear more regularly after her first appearance in "Witch." Then, she just kind of suddenly reappears in an episode of S2 and S3, and we know the rest...
 
I feel like Xander and Giles were underused in s6/7.

Just about every character that were dead were underused for the First. This is not really the fault of the writers, and has to do a lot with scheduling, but the First was the chance to bring back every single dead person they've ever had on the show that were of some significance, and we only got to see very few of them, and most only showed up for one episode.

Anne and Kate on AtS were both underused in my opinion and could have made it to the main cast, or at least could have been more present in the series. I was really digging both of them.

My top two would be Anne and Ethan Reign. I could totally see Anne as a main cast member on Angel series, especially in season five. Ethan should have been brought back in Buffy at least once more(I think a great place would've been season 5). Also as someone else already mentioned Ethan could have crossed over to the Angel series and made a great one ep villain.

Kate (in Angel), they definitely could have given her a goodbye arc if they were gonna write her off the show rather than just drop her character.

I feel like Giles, or Ripper, to be more precise, was underused. I would have loved to see more of his dark side. I still hope that there will be some kind of Ripper mini-series or something.

Ethan could have been a Murdoch (from MacGyver) type who turned up for mischief once a season. Also, I enjoyed him & Giles together.

Gwen really could have joined the team. Her & Angel could of taken that kiss further... But her & Gunn were totally cute together. She also had the outcast credentials needed for the core Angel crew.
 
I really enjoy when there is a lot of focus on the main characters, for instance on Angel I really enjoyed when it was only a group of 3, there was a lot of time to invest on a good story and there was also a lot of time to invest on the characters. However..

I would say Faith.
She is NOT underrated for sure but to me she is underused.
We only saw a lot of her on Season 3 of Buffy (and it wasn't a lot either) but she was one of the main focus on that season. I feel like she turned against the group pretty quick, maybe its because I really enjoyed seeing Buffy and Faith work together and just be friends watching each others back.

It was nice seeing her coming back on Angel & on Buffy too but I felt she could have been longer. Not my favorite character but definitely an interesting one, we never got to see Eliza Dushku on Buffy's opening either 🙂
 
Honestly, and I know this sounds odd, definitely not the first character that would normally come to mind, I think that Skip had a great potential to play a bigger role in Angel. This isn't to say that he was necessarily "underused", however there was room for him to play a larger role. I loved every bit of the dialogue he brought to the show, and I always laughed at the things he had to say. He could have been used on Angel in the same capacity Clem was used on Buffy, however unfortunately this never came to pass.

Good example. It's funny that the actor also played Roy on The Office.

I agree as well! I was really surprised the show didn't do more with Giles' past and his relationship with Ethan. I think some good stories and episodes could have come from it.
 
I'd have like to have seen more of Gwen Raiden, the electric girl. She was sexy, mysterious and would have made an interesting love interest for Angel. She can't touch a human without electrocuting them but her touch makes Angel's heart beat and he was her first kiss.
