New "Who Quoted Me" Feature

I've changed this modification to one that should work better.

Your list of quotes is now added to a tab in your user profile.

You may also use "[MENTION=10615]Username[/MENTION]" to refer to another member in a post, and they will received a notification and also it will be listed on the "Mentions" tab in their profile.

What are the tags that will show up in our profiles? do you have to track certain tags and those tags show up there?

You can tag people in threads but I've disabled it cause it's redundant and it breaks our layout.
