Perfect episode for them for the time that the happiness lasted before they had to lose the day.., but for those moments, they were perfect together and it gave them everything they had wanted with one another.

The kick-starting of the Willow/Oz romance in Surprise! Just adorable, authentic, perfectly acted, sweet, a bit goofy, not charged with melodrama. I also like how the preceding Buffy/Willow, their Bangel talk plus Buffy's encouragement spurs Willow into action. Also, she rocks the hat, dammit!

Oz's 'Willow kiss-age' speech in the van during 'Innocence'; that rejection is better than most 'I love you''s; its romantic and real and really great.
I always liked Xander's declaration to Anya at the end of 'Into The Woods'; I don't like much about Xanya but I liked that.
Bangel in S5 'Forever' shows that adult Bangel can be romantic outside of high school. Angel offering comfort is nice, especially after what he's being going through on his own show.

I had a difficult time picking between this one and WML - Ice Skating but ultimately... I MEAN...
There is the music and the wind blowing and the sunlight and that kiss so it's hard to compete with this for the most "romantic moment."

In What's My Line #1 when Angel sees the photo of Buffy as a child and asks her about it. She tells him that her love of ice skating comes from needing a place she felt safe since her parents fought all the time. Angel pauses for just a second then says "When was the last time you put on your skates?..There's a rink out passed I-17, it's closed on Tuesdays." He had a self satisfied look on his face, happy he found a way to make her feel safe and normal and nonmessed, knowing he did a good boyfriend thing for his girlfriend. Angel was actually going to spend the night ice skating, just him and Buffy.

I don't know if it's romatic per se but the scene that comes to mind is Tara defending Willow in Older And Far Away when Anya is pressuring Willow to use magic again. Even though they're broken up, Tara stands up for someone she cares deeply about.
But if we're talking pure romantic scenes I can't choose between the end of Family, the end of Entropy, the "Willow kissage" scene in Oz' van, and many more. My choices would pretty Willow-centric

Bangel & the claddagh rings. They are the gift that keeps giving.
Angel chose to wear one before Surprise. He knew what the rings meant so felt "devoted" to Buffy and that he "belonged" to Buffy. On her birthday, when he gave her the ring, he explained that the crown represents loyalty, the hands represent friendship, and the heart represents love. So Angel saw Buffy as his friend instead of just girlfriend and someone he loves, and hoped she felt the same way.
Angel was so eager for Buffy to wear it and urged, "Put it on." You can't convince me it wasn't a metaphorical engagement/wedding since it has two rings, the couple each wore one on their marriage finger, and that night they consummated their union. Loyalty. Devotion. Friendship. Love. Belonging.
It's heartbreaking in Innocence when Buffy spent the first night after losing her virginty to Angel crying alone in bed while holding the claddagh ring he gave her. Suddenly her friend, her boyfriend, her love, her lover, the person she devoted herself to was gone.
It is too big a coincidence that in Hope Faith & Trick Buffy placed her claddagh ring on the spot she sent Angel to Hell and just seconds later he mysteriously gets returned. Buffy dreamt of Angel's claddagh surviving after he was turned to dust. That shows that it is mystical like the Order of Aurelius ring or it was prophecising how he would return after his death. She dreamt of the ring several times.
In Judgement Angel believed he was close to Shanshuing and so wore his claddagh ring since he thought of his humanity as part of his happily ever after with Buffy. He still felt loyalty and devotion and love for her.
I really like that he only gives her jewelry that has meaning behind it. The claddagh ring and the silver cross necklace.

There's so many Bangel moments to throw in lol.
I could probably say that every interaction between Buffy and Angel from the first few episodes to the last, they all have that feeling that once they are with one another, nothing else matters at all, even if they are with other people, it's as though in the right then and now, they are the only two people in the world.

In LA, Angel goes to a pub, sees a blonde haired girl, and misses Buffy. Meanwhile in Sunnydale, Buffy goes to a nightclub, sees a dark haired guy, and misses Angel.
In LA, Angel meets blonde haired Tina but she is murdered by a vampire who gets killed by Angel. He meets Lindsey, who works for WR&H. Angel is told "Look, high school is over." Meanwhile in Sunnydale, Buffy meets dark haired Eddie but he is murdered by a vampire who gets killed by Buffy. She meets Riley, who works for The Initiative. Buffy says "It's turning out to be a lot like high school."
Angel calls the Summers house because he needs to hear Buffy's voice. He knew it was a long shot (she was living in the dorms and it was her first week of class) but he caught her in the few minutes she was at home.

Even when you get to the latter seasons and Angel is still referenced, it brings everything back to Buffy as though he was always still there. I think Angel, especially in S5, needed at least one Buffy episode, even a cameo appearance.

Buffy and Bangel really did because s5 was spent reaffirming Angel's love for her after shitting all over it in s3-4 (a few exceptions) but they couldn't get SMG for the 100th episode (love that she was their first choice and it was only scheduling conflicts that forced them to rewrite Buffy out of it) so they turned it into a Cangel episode even though the writers said "Pretend it's s2 and that (C/A) never happened." Cordelia's last AtS appearance became kissing Angel while Buffy's was being told by Angel to go home.
AtS continued for the rest of the season to affirm that Angel is in love with Buffy and wants to get back together. Even when he is considering and then with Nina, it was made clear he missed Buffy and thought of her as The One much like BtVS s4 when she tried to date Riley while missing Angel. But You're Welcome doesn't fit the romance narrative.

Pretty much after S3 in Buffy, as with Riley, Buffy see's it as a chance to try and move on but can't, and in Yoko Factor when Angel comes back, when she tells him that it means a lot to her that he did come back, you can see in her eyes that the feelings are still there and will never go away. Nobody to her will ever replace Angel and likewise for him nobody will replace Buffy.
As you said it definitely needed at least one Buffy ep in S5, and probably would have if it wasn't down to scheduling etc, so the references and that became more apparent, at least they managed to fit Angel in during S7 of Buffy which sort of brought it all back around for a little bit, straight in with a kiss as though none of the arguments in the past or her current situation with Spike was even there.
It may not be traditionally romantic, but what really stuck out to me - maybe because of the banner I'm currently using 😛 - is in "Slouching towards Bethlehem" I think, when Lilah and Wesley are in bed together and then there is this exchange:
Wes: That was different. So Angel knows about our relationship. Big deal.
Lilah: A dollar. You owe me a dollar.
Wes: Oh, damn!
Lilah: You called this a relationship. You lost the bet. You said it first

With Spru, I loved how Dru took care of Spike after he was crippled, like trying to feed him. Also when Giles attacks Angelus, & Buffy showed up, Dru's instant reaction was to wheel Spike away, leaving Angelus in the process. And it's a normal simple gesture that Spike got her a beautiful necklace for Valentine's Day.
Someone already mentioned the adorable scene of Willow asking Oz out, and Willow-kissage. So a different cute moment for me is shortly before they finally have sex. Willow is scared, and hates that Oz isn't panicked enough. So he kisses her.
Will "What are you doing?"

When Buffy is getting clobbered by Pete, still savage & crazy Angel shows up to save her. He was still crazy, barely remembered her, and seemed to show up to defend her on instinct, killing Pete. Then he looks at her, and regains his sanity, and goes to hug her & cry. This being the same person who sent him to Hell in the first. He still came back loving her, and still trusted her to go into her arms, despite being sent to Hell for it last time he did. Now Buffy had to kill him to save the world. She didn't do anything wrong. I am just telling things from the Angel side. And I think in terms of Angel's feelings, the ending to that episode showed the depth of his feelings.

I'm a Buffy/Spike girl at heart, but I'd hand the most romantic moment over to Buffy and Angel in the Prom. I absolutely adore that he showed up for her and that they were able to have a perfect moment together, despite the end to their relationship that both of them knew was coming. It's a beautiful moment. I cry EVERY time!
