Would it sound weird if I said that Buffy is the biggest perv? Not in the beginning, when she was still a "little girl". But later on, in season 6. The things she does and wants to do with Spike. I mean, she hides her perveness pretty well, but you can still sense it. In season 7, when Faith and Spike talk about Buffy, Spike hits that about Buffy, and Faith is surprised.
