Potentials Who Never Get Called

Up until the end of Season 7 and Willow's spell, there must have been quite a few young girls who were trained and conditioned to one day be Called, but never were. What do you think became of those girls? Their housing and training must have represented a sizable investment to the Watchers' Council, and I can't see them just shrugging that off and sending those girls back home, especially since some, if not most, were probably like Kendra, either outright owned by, or at least indentured to, their Watchers. The Watchers would want a return on their investment.

What do you think it might have been?

Would it have been possible to turn some of them into new Watchers, that way the Council gets more overseas representatives, but ones that would not actually be involved in training potentials.

Richard interrupted. "Grace is excelling in both demonology, and weapons training, as you know, Mr. Travers. She is one of the most capable girls I have seen in quite some time."
"Yes, Richard. I'm sure she is." Travers rook off his glasses and polished them, looking at Grace again. "I understand you have a birthday coming up, Miss Littleton."

It happens just me or is the same for everyone? 
I think I know what happened. If this is a copy paste from a Microsoft Word document (or a similar software) those symbols correspond to the spacing of typing. This can be solved using another editor writing as notepad or similar.

I always wondered about the potentials and Watchers before season 7. Buffy didn't have a watcher before she was called - but apparently every potential usually has a watcher. Wouldn't that mean at least a hundred watchers? Is there an age limit when the watcher moves on? And how do Potentials who never get called feel about spending so much of their life preparing?
