I know that Hamilton fought Illyria and won after her powers had been diminished, but do you think she would be able to beat him at full strength?

With her full powers, Illyria could stop time and beat the crap out of Hamilton at her leisure, then let time resume in order for his dismembered body to fall to the floor.
Maybe.
What we have to remember, however, is that, according to Hamilton himself, he is a vessel for the full combined power of the Senior Partners. The question is, therefore, would Illyria, even at full power, be able to defeat the Senior Partners? I would suspect probably not, but she would have at least been able to make a decent fight of it.

I misread what you wrote...and clearly don't remember her fight with Hamilton.
I still think she could've beat him at full strength.
Hamilton would probably win in a straight fight. From Illyria's sessions with Spike, and the shot Angel gets on her before she enters her realm to try to raise her army we see that, though she seems much more resistant to their attacks than they themselves are, she is affected. E.g. Spike was able to wind her by kneeing her in the 'Time Bomb' episode.
Where as Angel striking Hamilton actually hurt his hand, and every shot from Hamilton sent Angel flying.
But, Illyria was able to effortlessly avoid Angel and Spikes attacks with swords, where as Angel and Conner were able to land several blows on Hamilton before he could strike back.
So I personally conclude Illyria is faster and more skilled, Hamilton is just a lot stronger, and seemingly tougher.
Add in the Time power I give to Illyria, but without that, Even before she got hit with the nerf ray, she'd probably lose to Hamilton.

Pre-Mutari Illyria would've beat Hamilton. Apart from her bending time, her powers would only be constrained by Fred's body. She was one of the most powerful Old Ones, the Senior Partners being one of the least powerful. Hamilton was the watered-down essence of the weak Senior Partners; Illyria was the watered-down powerful godking. Illyria>Hamilton.
