Questions about 'demon' Anya

A few questions have come to mind on this rewatch.

Why couldn't Halfrek grant the wish for Anya in Entropy?

Why does Anya act physically helpless against Dark Willow in Two To Go?
 
1) I've always thought Halfrek was more into punishing parents who mistreat their children. Though I do remember her about to curse Xander in Double Meat Palace.

2) I'm not really sure about this one, but maybe Anya doesn't have much strength or magic abilities as a vengeance demon. She just grants wishes and can teleport and that's about it.
 
1) I'm guessing that there's a rule against vengeance demons doing wishes for other vengeance demons. That seems like a common sense magical rule to stop in-fighting, abuse of power and stuff.

2) Internal conflict? Anya is unsure which side she's on. She understand vengeance, pain, hurting men, etc.
I'm sure she's done much worse to some men than Dark Willow did to Warren. Does she really want to stop Willow doing what she herself has just committed herself to? Death to utter misogynists at the hands of righteous wronged women.
Probably comes across as physical weakness/hesitation, like a lot of Buffyverse internal conflicts do- see Buffy herself for prime examples.
 
2) I think they have to trick people into making a wish. Unless they are specifically summoned. Otherwise she could just walk up to a random guy and say "hey i'll give $100 if you say the words "I wish Xander Harris... etc". It would make more sense than trying to get her friends to say something. Also even when it comes to Spike, who hates Xander, she still tries to trick him into wishing. So yeah, that's why she couldn't ask Halfrek. (I also find it believable that V. Demons can't grant wishes of other V. Demons).

3) It didn't suit the writing that Anya became a V. Demon while all this was going on, so they pretty much glossed over it. It would actually have been more exciting and realistic if Anya had been on Willow's side (maybe just at first, until things got out of hand). It would also have set up the gang's concern for Anya's evil ways better for the start of Season 7.

It's a shame a vengeance demon wasn't available to Xander after Caleb poked his eye out. Surely Xander would've wanted revenge after that happened? The scoobies trouble with Caleb could've been avoided if Xander had wished he turned into something that could be easily squished.

Halfrek said that Anya was into the whole scorned women angle whereas other vengeance demons try to be more "well rounded". She even told Anya that sometimes men needed vengeance too.
