I think some of the Middle Eastern countries, such as Qatar, have experimented with cloud seeding to cause rain. I think the problem is that it might deprive another country of rain, when those clouds pass over it.

The general consensus among scientist is that the Lynmouth Flood was going to happen anyway. There's a lot of speculation about cloud seeding, but there's 2 outcomes that are considered plausible if not confirmed.

1) An area that was otherwise not getting rain MAY get a very light shower.

2) An area that was going to get heavy rain anyway MAY have it start earlier.

MAY is emphasized because there has never been testing that was successful enough to show that it actually works.

The Lynmouth flood was caused by heavy rain throughout the entire area. The flooding of the East and West Lyn rivers played a major role, and they were already over their banks BEFORE the Lynmouth storm.

Bottom line: it was just a confluence of bad weather at the wrong time. Similar to the massive flooding in Central Texas earlier this year.

The deluge at Boscastle was due, apparently, to cloud seeding in the shires south of Warwickshire, that failed but the cloud system was blown west then south to the more suitable atmospheric conditions over the top of the valley above Boscastle.

The Russians made a cloud produce rain to stop the clouds from Chernobyl dropping its nuclear crap onto the main Russian city, it worked! But it was not a test.
On the downside Wales go hit with several other clouds.
