We also came out of prohibition with crime families who obtained the liquor from Canada (manufacturers like Seagram's) and brought it across the border. Where something is prohibited, there's a buck to be made by supplying it. The failed "war on drugs" sucked up billions of dollars and accomplished nothing.

Well, it has made huge amounts of money for some people, and quite a lot of, admittedly illegal, employment, so not nothing. But I guess that is not what you meant!
