Reputation Comments

Hi, I just had a quick question. How do I do Reputation Comments? Like, "SiegePerilous02 Agrees: blah blah"? I can't seem to find the option to do it on anyone's posts. Or do I have to be on here a certain length of time/reach a certain number of posts before I can?

Sorry if this is a dumb question, but I appreciate the help!

Go to the top right corner of anyone's post and click on the balance scale.
