Returning Characters, Villains...

Which returning villain/character should return to New Sunnydale?

I proposed a few weeks ago that the Mantids could be relatively harmless prior to reaching sexual maturity. Just hire a really weird looking Ballet Dancer to play her. Kathy, Amy and Anya were pretty fun characters for being monster girls, it could work again.
