I've said this before, I blame Mark Blucas for portraying Riley so blooming bland...and I blame the directors and writers for not doing anything about it.
But i'm not here to talk about Riley actually, i'm more interested in commenting you your other comment
Also the fact that there was the initiative. i think that was just a stupid as bringing Riley into the show.
Why was The Initiative Stupid?
It makes perfect sense in that world, and had it been tweaked just a little bit I honestly feel it could have been the greatest attribute to the Buffy world, both as Adversary and Allied.
The Demon presense is known in the real world, its just ignored by most.
However, the people with the power would want to try to use this. They would try to create expendable super soldiers, they would keep it secret AND they would place it on the spot of where the bad Demonic energy emanates(HellMouth).
I have issue with elements of the Initiative, I have issue with some of the characters, but the idea was plausibly sound and a genuine take on what would happen.
I find this less stupid then some age old evil essence that can control vast armies and worshippers yet can't so much as pick up a can of 'soda'.
