Don't get me wrong, the Queller was weird to look at, but I thought the sound it made was really cute.
Does Warren count? Because he scares the piss out of me.

If not, my vote goes to the Queller Demon from "Listening to Fear." That whole crawling on the ceiling thing? Yeah, nah. Hard pass. And how it preyed on the mentally ill.... *shudder*

Honorable mention goes to Gnarl for sure.
 
The old woman from Doublemeat Palace seemed really disturbing at the time.

The giant insect monster from that one episode where Fred's parents visited. Giant insects being one of those things that seem deadly, but frankly, would be really slow moving at that size, and would probably just be herbivores.

But clearly, the demons from She. I'm terrified by confusing metaphors.

I'm not sure what to make of the old woman in Doublemeat Palace. I'm like 'That lady has a giant cock sticking out of her head - but damn, she's creepy!'
Not exactly scary but unnerving? The laughing/crying freaky-faced henchmen from 'Waiting In The Wings'. They weren't terribly dangerous against our protagonists but they were memorably disquieting.

Any others, from Angel: The Series specifically?
 
I have to agree with the Reavers. They’re something so horrific that people are frightened of them despite never seeing them in S1 of the show. You only ever see the aftermath and it is bad news bears.

Like with demons and everything else from Buffy/Angel, there’s at least an evil you can understand. They’re made evil, they’re born evil, they’re evil incarnate, etc. The Reavers on the other hand are just insanity personified. You can’t understand them. Only do your best to avoid them
