Buffy was not yet savvy with time management until she attended the University of California, Sunnydale (UCS). In high school she did not appreciate having to spend hours honing her combat skills--martial arts, weaponry--and researching demons, patrolling and household chores, prophetic dreams and complicated romantic, familial, and peer relationships and responsibilities. She didn't want to waste precious time studying the past when she feared she had no future, acquiring knowledge she would never be put in the position to use, and impressing teachers with prejudiced attitudes towards her because of her transcripts.

In Band Candy it did show her studying for the SAT with Giles while patrolling in cemetaries. In S3 she was determined to apply herself academically.

I think that Buffy Summers was very bright and clever and insightful in all seven (eight with the graphic novels) seasons.

She knew that a bastinada was “a wooden rod used to slap the soles of the feet in Turkish prisons but if made with the right wood makes an awesome Billy club”. She was debating with Willow about Marat, Girondin, Charlotte Corday, Robespierre, and the French Revolution. She was questioning her History Professor’s belief that “near consensus in the academic world” was proof positive and debated about the alleged death of Rasputin, that it was the Vikings and not Christopher Columbus that discovered North America, and the mysterious sleeping patterns of Prussian Generals. She talked to Cassie about the French Foreign Legion and their policies involving name changes, being indentured, and occupying Algeria. She could quip about historical events and figures during intense situations, such as holding a crossbow to General McNamara’s head and saying to his gun-toting soldiers, “Don’t make me pull a William Burroughs” or rescuing the downtrodden from unfair labor in a demon dimension with a hammer and hunga munga and saying to Ken, “Want to see my impression of Gandhi?” before chopping his head off because that would be a semi-demonic warrior’s imitation of conflict resolution and freeing the masses from bondage. She could quote Robert Frost’s Stopping by the Woods on a Snowy Evening and understood the subject matter.

She queried the use of outdated phrases such as “the whole nine yards”, “right as rain”, and “hand over fist.” Language is alive and fluid for her and she can mix and match SAT type terminology (endeavor, imbecile, refrain, viscera, bidet, montage, intuitive) with Pop Culture jargon (jeepers, Spidey sense, wiggins) to create witty and distinctive sentences. “She makes Godot look punctual.” “Magic Shop owners have the life expectancy of a Spinal Tap drummer.” “Get gone” “This Betty is ready. Color me committed.” “When this is over I’m thinking pineapple pizza and teen video movie fest. Possibly something from the Ringwald oeuvre.” “Can you vague that up for me?” “Those that fail history are doomed to repeat it…in summer school” “If at first you don‘t succeed, cheat.” “I feel an attack of dumb blonde coming on.”
 
I was definitely more surprised by Buffy's high score than Cordy's, Cordy though as mentioned lacking in the common sense department never seemed particulary stupid and some people really just do well on standardised tests.
Buffy however, though I never thought of her as a bimbo her priorities were simply elsewhere. I mean what with slaying and almost dying every other week and her somewhat catastrophic love life who can blame the girl for not finding time to crank the books. I always thought she was more Cordy's opposite, 'street smart' rather than book and test smart.
