Smallville outranks Buffy

Bigger Networks also want more involvement in the growth of the show, which Joss doesn't want, UPN knows that if they just let Joss do his thing, they'll have the best show, the WB want to have more saying in where the show is heading, so this was best!
 
As I recall it was a money motivated move, I don't think there were creative issues w/the Frog, after all Angel is still there. UPN had no shows to speak of except Enterprise and they made Joss a money offer he couldn't refuse. The WB wasn't willing to counter the uber-large UPN offer and Buffy moved.
