That cover is a homage to Action Comics #1, the first appearance of Superman.

The two figures in the background are Georges Jeanty (on the right) and editor Scott Allie (on the left). Although at first I thought the Allie figure was supposed to be Jo Chen.

I always prefer Jo Chen's cover, but the Joss cameo is too awesome.

But the idea of Buffy flying? Oh man.
