I don't believe that's where the writters are going, ever, but bear with me.
We learned from the comics that when a person is turned, a specific demon's essence reanimates his/her body; in the case of The Master, Darla, Angel, Drusilla and Spike this demon is Archaeus.
Spike retained some of his humanity – we can see this right after his turning: he still cares about his mother, wants to cure her, and be with her for eternity; he gets very shocked about what she does and says to him. Later, he falls in love and eventually gets a soul for himself.
I don't think that a chipped Angelus would change that much - on the contrary, he would be soooo pissed off... same with Darla. David Fury said Spike was an anomaly in the Buffyverse:

Being the last to be sired, would the essence of Archaeus in Spike be, I don't know, smaller or something like that? Letting William's character to play a bigger role?
And Archaeus plans to built an army would be very stupid.
