Spike in "Lover's Walk"

In "Lover's Walk", Mayor Wilkins had ordered Mr. Trick to send some vampires after Spike. Why? Well according to Shadowcat of the ATPOBTVS board, this is the reason:

"As was commented on by Ronia and verdenathe on ATP board - the Mayor saw Spike as a potential loose canon, unpredictable, and possibly dangerous to his plans, so he hired thugs to kill him instead of attempting to recruit him. Interesting - considering how much work he and Faith went to - to attempt to turn Angel into Angelus in Enemies. This leads me to believe that the Mayor saw Spike as a greater threat to his plans than Angel, whom he ignored until Faith came on the scene. Clever Mayor."

Granted, James Marsters had only one appearance scheduled for Season 3, but why didn't the Mayor try to recruit Spike? Why did he view the blond vamp as such a threat?
 
Because Spike is/was a lose canon. He was never the type to be told what to do. look at his relationship to Angelus, The Anointed guy, then later the Scooby gang and then Angel again. he didn't take orders and things were never neat when he was around. Angelus however had a more orderly type of evil that the mayor could work with. Just look at the Mayors fear for germs, it's a fear for the things he cannot control and Spike would definetely have been one of those.

JollyApe, I totally agree!

I think that one thing that might lead to the mayor trying to 'recruit' Angelus and not Spike is first, like you said: spike (given his former actions in Sunnydale) is more of a loose cannon and was a threat to the mayor's plans. It would make sense to take more of a risk on Angelus because...

1) Faith obviously had some desire for this to happen, which I'm sure how have made SOME lee-way.

2) Angelus could emotionally (and physically) affect Buffy more because of her feelings towards Angel, and because he would know her so well.

3) The mayor might have thought that because HE was responsible for removing Angel's soul, Angelus would join him "in debt".

4) If Angelus is out and after Buffy (which I suspect is one person that the mayor wouldn't have minded out of the way), there is no ANGEL (who helped out Buffy slaying A LOT before) to protect anyone.

That's just what I could come up with, along with what JollyApe said.
 
I agree with what everyone has said. I also think that Angelus was in it for the EVIL. Spike was just along for the ride and did things for fun and to make a mark. He was never as evil as Angelus.

With Angel and Faith on side, the Mayor had two people who had a connection to Buffy and could hurt her alot more than Spike, who she didn't really care about at all.

She loved Angel and felt somewhat protective of Faith and the Mayor could use this against her.
 
Like others have said, I think its because the mayor saw that Angel and Faith would affect Buffy in a more emotional way, therefore lowering her morale. The Mayor also did see that Spike was uncontrollable and unpredictable (maybe the Mayor knew that Spike had sided with Buffy in Bargaining).

Angelus seemed to like to just do evil, and he was more "hardcore" in that sense - Spike admitted he liked the world and didn't want it destroyed. He sided with whoever would best benefit him, whether or not they were who would appear to be his natural allies.
