Wolfram and Hart did bring Darla back from the dead in Angel season 2, but in episode one in season one on Buffy Darla was dusted and with no explanation whatsoever she came back in later episodes.

I love Spike so much, but I could never, EVER see him as being a Watcher. It just doesn't fit.. I mean, it would defy all laws of the Buffyverse.. I mean, a vampire a watcher? Nah, it's not happening. I think the whole 'Restless' scene was just there with an underlying meaning. But we won't get into that here.
