The movie isn't a greenlit thing, of course. Joss just wants it to happen is all.
And as for actual spin-off, the Faith one isn't COMPLETELY dead, yet, since they're putting Tru Calling up against ratings titans Friends, Survivor, and Scrubs. This show is going to die quickly. I hope not, but if so:
Eliza Wants to Work with Joss Again

The Boston Herald has a report from the Television Critics Association Q&A session with the cast of Tru Calling, where Eliza mentioned the Faith spinoff:
"Joss and I discussed the (Faith) spinoff as an idea, and I want to work with him again, whether it's a spinoff or a film," Dushku said. "I love his writing. He's the man."

Over the weekend, Joss Whedon, many of the writers of Angel and Eliza Dushku all appeared at the San Diego Comic Con. Here's a summary of what was said about a Buffy spinoff or movie:
- Joss seemed fairly keen on doing a Buffy spinoff or movie, but said there are no plans at the moment for one.
- He said he was glad to see the series ends since the story had come full circle. He said that the characters lend themselves to other stories, but they would have to come at them from another direction since the Buffy series was about growing up.
- Joss said if Eliza became available again, doing a Faith series would be a serious issue, but he's not going to wish Tru Calling any ill will.
- The second question Eliza was asked at the Tru Calling Q&A was if Tru Calling is canceled, will she do a Faith spinoff. Eliza replied that she's trying to remain optimistic about Tru Calling and wanted to take a risk doing something new, but didn't address whether or not she's written off the idea of a doing a Faith series in the future.
Joss Talks Spinoff & Movie

The Boston Herald talked to Joss Whedon at the WB's press event last Sunday and asked him about any spinoff or movie plans:
Another ``Buffy'' spinoff is likely but won't happen for a while. ``I'd like to get some people back together,'' Whedon said, referring to his producers, writers and crew.
``If Eliza (Dushku, the Boston native who plays Faith, the other vampire slayer) is interested in making it, absolutely,'' Whedon said.
Whedon said he would like to make a ``Buffy'' movie, but noted that Sarah Michelle Gellar, who starred as Buffy, has been opposed to it. He said he thinks that might change after Gellar has finished some other films.
