They danced around it a couple of times, there was one time when she came on to him like high school Cordelia did, but that was when they had all lost their memories, and a couple of kisses, but all but that last smacker in Season 5 were under the influence of some kinda spell. Umm... and Darla. And, by implication at least, those three floaty chicks who put the no violence charm on Caritas.

Pardon me, but Angel was not celibate. He just didn't sleep with Cordy, poor girl. Count 'em with me: Buffy in season 1 (during the day that wasn't), Darla in season 2, those three floaty chicks in some vague time period between knocking up Darla and Darla giving birth to Connor, and both Eve and Nina in season 5. That's seven people! Really, if I were Cordy, I'd be pretty darn pissed off. It seems like he slept with everyone but Cordy and Fred. Even if you take away the three implied floaty girls and just focus on the ones we actually saw on-screen, that does not the definition of celibacy meet. Angel, poor guy, wasn't celibate; he just didn't get a lot of repeat play or, because of the curse, enter into any sort of sustainable relationship with women who were also his friends.

Yeah, I forgot about Darla, and I think the three sisters or whatever they were must've had a past with him, or at least a terrible crush.
Okay, moving a bit away from the whole is Angel celibate thing (which by the way, I agree with PV. He SO wasn't. But he seemed doomed to only ever taste of the fruit once before the fruit either cast him aside or turned him evil. Or he cast the fruit aside to avoid all of the above 😉) I have to say I'm one of the few who loved Bangel, loved Spuffy (Though I definitely preferred season seven Spuffy to the Spuffy du hardcore kink of season 6) but hated Cangel.
I like Cordy. I like Angel. I liked Cordy and Angel working together- they played off each other in such a great way. But whenever the two made like they wanted to get groiny...the chemistry between the two just seemed to float out of the room for me. They never seemed to click as lovers (even if it was just in the 'potential' capacity) in my opinion. I never felt...well, heat between them. Attraction yes, because well neither are blind, but to pursue a relationship...it just didn't quite fit for me in all honesty.
I have to admit, I can't explain it more than that. It just made me feel nyeh...something wasn't quite right. Though I do admit I love their 'One for the road' kiss in You're Welcome. But somewhere in the back of my mind I was still going 'Cordelia and Angel are kissing. Weird'.
