I don't think people should expect a tip, if you get bad service or have to wait too long, or somthing is wrong that they cannot fix by all meens don't tip. after all tips are "To Insure Prompt Service", but if you receive great service and everything is good, there should be no reason not to.
After all that waiter, or bell hop, at least in AZ and other places I have been, they dont make min wage. ($6.75 as of this year) They only make $2.13 an hour, because their employer expects that customers will tip...

If I go to a restaurant, am I given the option to go into the Kitchen, place my order AND pick it up and serve myself?
When that day comes and I opt for the waiter/ess to do the work, fine, i'll bung them a few notes, but until then, it is their job for which they are already paid.
Its not my dutty to subsidize the pay packets because the employer isn't giving them a decent wage.
In the hotel, again, I would pay a tip IF I didn't wish to take my belongings to the room, but IF I can manage and I am doing so, then I'm not giving extra money to someone.
IF you are on a low wage, well look for another job OR get together with your fellow staff and start fighting for a bit better pay.
There is enough money made in the service industry for everyone to earn a decent living, not, in my opinion, by tapping people who are already paying a fair sized amount for a bill(which your wage comes from).
