I think Glory would be more powerful in her true godform, and even in her human form in this dimension she would be able to defeat Evil Willow while Evil Willow would never be able to defeat Glory unless she kills her while she is Ben.

She wasnt trying to destroy the world, she just wanted to go home and for that preperations had to be made. The destruction of the world was just a side-effect.
