For fun where would you rank the characters and monsters in terms of strength.
I'd say
1/ Maloker: He fought off multiple gods and Demons and Slayers at once. Undoubtedly there will be more powerful deities out there, like the Powers That Be, but he is the most powerful of all the ones we saw.
2/ Ilyria: It's hard to say if she is stronger than Maloker as she never fought him at full strength, and we never got to see her take on as wide a range of enemies as he did, but the fact that he did beat her, coupled with the fact that he outlived her (as she was sealed in the deeper well much earlier) suggests that he was stronger.
3/ Glory: Definitely stronger than Jasmine as bullets, axes, knives etc just broke off of her. Even a wrecking ball whilst knocking her through a wall, didn't make her bleed, whilst Jasmine could be harmed even if she healed. Again we don't know how strong she was in her dimension where maybe she was the strongest of all, but just based on what we have seen in ours she is stronger than all earthly supernatural creatures except for the above two. Maloker fought off dozens of deities and armies of Demons , something which Glory onscreen never did. Indeed ONE Witch, Willow, hurt Glory, whilst armies of them couldn't take down Maloker. Also Ilyria not only had the power to stop time, but Spike and Angel fared worse against her than Buffy did against Glory. Buffy was at least able to land a few hits on Glory, as was even Spike who restrained her for a few mins, where as with Ilyria Spike and Angel didn't land a blow and were bitch slapped all the time.
4/ The Beast. The most unstoppable Demon in the entire series. Again bullets and axes just bounced off of him no problem. He is let down by being slow however, unlike Glory who can zip along, so I think she would destroy him that way. Also he is smaller than Maloker, and lacks any magical abilities like Ilyria
5/ Jasmine. Again in her own dimension undoubtedly stronger than most, and possibly above the top three, but on earth she was limited, but still clearly way above Vampires and maybe even the Beast. However she isn't quite as durable as she could still bleed. If an ordinary vampire could cut her, then Glory and Maloker could no problem.
6/ Marcus Hamilton. Clearly way above Demons and vamps, but again he can be cut and bleed. Even by ordinary vampire fangs, so he is not quite on the Beast or Ilyria or Glory's level.
7/ The Mayor in his snake form. He is obviously huge and can swallow most of the other demons in the series whole. However his vulnerability to fire makes him less durable than some of the above villains, and I reckon that Jasmine has more mystical powers that could probably work against him. Glory is faster meanwhile and could just zip around him, whilst Illyria has magical powers that he lacks. Maloker meanwhile is bigger than he is and therefore the Mayor loses his only advantage against him.
8/ Sajhan. He demonstrated greater strength than any vampire, uber or otherwise and the majority of Demons, when he flipped the giant truck over and his ability to travel through time and dimensions is obviously bigger power wise than a lot of other Demons, (though his power was limited as he mentioned there being things he couldn't do in terms of changing time, hence why he could only bring Holtz through at that moment.)
In a one on one fight however he is an absolute beast. He thrashed Angel easily. To be honest in a fight I'd say he could beat Buffy too as Angel after spending a long while in a Demon Dimension put up less of a fight against him than he did against Buffy in season 2. However he can still be killed by ordinary axes, so that puts him below Glory, The Beast and The Mayor.
9/ Olaf: Much stronger than the Slayer and common vampires. His hammer is one of the most powerful weapons and he could very well have beaten Glory in a straight fight with it, if the less powerful Buffy could beat her with it. Overall however I'd say he was still weaker than Glory however as Buffy was still able to hurt him and even knock him out whilst unarmed.
10/ First Turok Han: An absolute beast. This guy kicked the absolute shit out of Buffy and demonstrated far greater feats of strength than the majority of Demons, vampires and was clearly a good bit above the Slayer. I don't buy the Buffy was just tired, as in her third fight she still struggled and only beat him because of the cross bow bolt. Added to that her super healing should have overcome the not sleeping bit as well.
11/ Caleb: Stronger than the Slayer, but I don't think he was as dangerous as the Turok Han. In his first fight both Buffy and Spike managed to knock him across the room. When Buffy tried to air kick the Turok Han she just bounced off it, whilst Spike didn't even try to fight back against it. Further more in the next fight with Caleb, Buffy toyed with him (granted that was more because she just dodged him. Even then though she couldn't even run away from the Turok Han in their second fight as it beat her up so bad.) He was also scared of her when she had the axe, and she beat him in the third fight (albeit with some help from Angel) and defeated him fair and square in their next fight.
12/ S and M torture Demon in Wolfram and Hart's dimension: This guy easily stomped both Spike and Angel and I'd say is probably greater than the Slayer. How strong he is compared to Caleb or the Turok Han however is anyone's guess. I reckon that they would probably be stronger only because they were the generals in the First Evil's army and therefore probably of a higher place than just a guard in the Senior Pqrtners hell dimension.
13/ The Master: It's hard to tell how strong he was, as sadly we never got to see him fight other badguys that often. Still when at full strength in The Wish, he easily killed a more vicious and unpredictable Buffy, showing he is stronger than the Slayer. Again by how much is difficult to say as Buffy still beat him in the main reality and he did express some fear of the Slayer even in the Wishverse. I'd say he is probably marginally stronger than the Slayer, which puts him well above most other vampires and Demons, but ultimately not on the level of the big hitters like the first Turok Han or Glory as we never saw him demonstrate any huge feats of strength like they did.
14/ Dark Willow: Physically she was a match for Buffy, but she didn't absolutely curb stomp her the way the Master did. Added to that Buffy was holding back when fighting Dark Willow, whilst with the Wishverse Master she was in full on beast mode. Obviously Willow has magical powers, and could have sucked the earth into hell, however the Master could again do that more easily in the season 1 finale and Willow's magic isn't always effective. The Gnarl was immune to it, and vampires have been shown to be immune to other forms of magic, like Glory's spell, so who knows how a vamp like the Master, or a Demon like Sajhna would fair.
15/ Kakistos: He is stronger than the Slayer as Buffy's blows didn't seem to harm him much and an ordinary stake didn't kill him. However again much like the Master I'd say he is probably only marginally above the Slayer, which still puts him above regular vamps and Demons.
16/ Luke: Again much like the Master he was shown to be conclusively stronger than the Slayer, overpowering Buffy three times and only losing to her through trickery. I'm guessing Luke must be older than Darla, as she was still weaker than a Slayer, meaning that vampires can't match a slayer even at 400 years (which makes Spike's victory all the more impressive.)
17/ Buffy and Slayers in general: They have been shown to be stronger than the overwhelming majority of Vampires, Demons and other earthly supernatural creatures. Buffy regularly dusts dozens of graveyard vamps no problem. Hell she does it whilst having a convo with Willow about men, and Demons don't do much better against her either. However she is only slightly more durable than an ordinary person, which is why the Slayer is so low down on the list.
18/ Angel: Strongest of all vampires after the ancient ones. Angel regularly kills dozens of Demons at once, like the Demon monks, Darla and Dru's lackeys, Vale's guards, the Scourge troops, the Deathwok clan (when saving Fred) the Demons with the eyes in the back of their heads, as well as nests of vampires and has outmatched, high ranking and unique Demons like Vocah, Deevak, the Thuslac Demon, the Glainek, the Dracken, and killed a Werewolf with a pen, all without breaking a sweat. However he is weaker than Slayers having said as much to Buffy and he has also tended to lose in fights with Slayers quite badly.
19/ Spike: He has beaten two Slayers, though in both cases that was through skill as he has been shown to be demonstrably weaker than they are (like not being able to lift the hammer with both hands that Buffy could with one, losing to Doc, when Buffy easily bested him.) This arguably makes him one of the best fighters in the list. I'd say he is a better fighter than Illyria, Sahjan, or Caleb, maybe even the Master. However they were all so strong that they didn't need to be as good fighters.
Still in terms of strength he is obviously near the bottom being just a vampire, and not that old a one either. He is still stronger than the average Demon however, and has killed many Demons like the apocalypse Demons in Doomed, and held his own against six of Glory's minions when they were attacking him at once, and has killed and commanded over dozens of vampires, so he is clearly even just physically stronger than most earthly supernatural creatures.
20/ Drusilla: Again we don't get to see her strength as much, but she is clearly above average vamps and Demons who she bullies and bosses around, and her hypnotic abilities give her a great edge in fights.
After this it is hard to be sure, but I'd say that overall it probably goes like this.
Demons like the Scourge and the Dracken and Doc are clearly stronger than average vampires that buffy fights in graveyards who are the vermin of the monster world. However at the same time there are plenty of Demons that are below them like Merl and Lorne. With Witches meanwhile, some like Catherine and Amy Madison are obviously far above average vamps and Demons and could probably take down whole nests of them no problem, but again the majority like Jenny Calendar and Tara would be easy meat for even a graveyard vamp or the average type of Demon as their magical powers don't appear to be inherent. IE they have to consult books and therefore in a one on one fight they'd go down as easily as a person.
Werewolves I'm not sure where to rank them. Clearly no match for a vampire of Angel's status, but Spike mentions fighting one on a more even keel, and they do not badly against Slayers. Maybe on the level of some older vampires, which would put them above many earthly Demons.
Then there are the deities whose power can be hard to determine as we never see them.
