Something occured to me the other day... In Season 3, the Mayor shows a desire to keep the city safe, at least until he can ascend and kill everyone himself. So why did he let Spike, Drusilla and Angelus wreak havoc in Season 2, and why did he even let the Master get anywhere near his town?

Good questions. I think you might have spotted a plot hole.
He mentions about season 2 in the episode Lover's Walk. When the Deputy Mayor tells Wilkins about the arrival of Spike.

DEPUTY MAYOR
He's been spotted back in town. And
there was an incident at a magic
shop -- in broad daylight. The
police had a hell of a time covering it up.


MAYOR
(fondly)
Well, yes, he got up to all sorts of
shenanigans last year. Had a world
of fun just trying to guess what he'd
do next! Funny guy.


DEPUTY MAYOR
I remember.

But I guess we're past that, now.
This year is too important to let a
loose cannon rock the boat.​

So, last year The Mayor could spare to have a little havoc wreaked because the ascension wasn't going to happen for over a year. That's the best explanation I can give! haha
 
yeah i was just about to bring up the same thing! I think as long as things were relatively in check, it was ok. But that year was the BIG year and even a little crazyness wouldn't fly. and he's technically been the mayor for...well... decades right? so im sure he had a handle on things lol.
 
Maybe he liked the fact that the friendly neighborhood vampires were keeping the slayer and her cohorts busy so that his plans could progress unnoticed.

Exactamondo. I think they actually mentioned that theory in another episode. And it makes sense in a the-writers-are-making-it-up-as-they-go-along kinda way. haha
 
Comes back to the point that faith made... he built this town for demons to feed on and come graduation day he's getting paid... so pre series 3 he didn't really care what anyone got to, he just monitored situations instead
 
But Angelus was about to unleash a hell dimension into Sunnydale. At that time the Mayor was not yet indestructible, he was 'mortal' for lack of a better word. Even if a hell dimension fit right into his plans it would have been doubtful that he would have lived through what Angel went through after he got sucked into Acathla.
