Tales of the Vampires (Book-End Segments) Question

So I just got to "No Future For You" in my Whedon run-through and I ran across something that caught my attention. In a flashback Mayor Wilkins says "My dear Edna May..." This caught my attention because Edna is a character in the Tales of the Vampires book-end segments. The only other clue we have is in a story from Tales of the Slayers, "The Glittering World," when Wilkins first founded Sunnydale (or maybe Happydale, or Sunny Acres? 😛 )
Then, after looking through my TotV TPB I found something even more interesting (to me). At the end, as we all know, the "baker's boy's" last name is 'Giles'. We are led to assume that this boy is either our very own Rupert Giles or an ancestor. Then, in the last sentence of TotV Edna says, "maybe one day I'll be telling our grandchildren about this." So now we are led to believe the baker's boy is either Rupert Giles or his grandfather. So the two questions that come out of this are:

1. When did the TotV book-end segments take place? Was that Giles or his grandfather?
2. Can Edna Fairweather from TotV possibly by Edna May Fairweather, whom The Mayor speaks of? No matter when the story took place it is possible for Wilkins to have had a relationship with her, because of his immortality.

It's been a while since I read TotV but the baker's boy and Edna are Giles' grandparents. The baker's boy can't possibly be (Rupert) Giles because I recall it being mentioned on-screen that he comes from a family of Watchers, starting with his grandmother. I think she was even mentioned by name once or twice but don't hold me to that.

While I don't think it's possible for the Mayor's wife and Edna Giles to be the same person, it's a good catch.

The Mayor and Edna May have been married since the early 1900's and he stated she cursed him for his youth when she died of old age, implying they stayed together for the whole time. So she wouldn't have had time to marry Giles the baker's boy and become the matriarch of the Giles Watcher's dynasty.

Plus, given that Edna Fairweather was trained to be a Watcher in TotV and portrayed as extremely smart at that, it's highly unlikely she wouldn't have caught up on and put a stop to what her husband was up to, if Edna May and Edna Fairweather indeed were the same person.
