See, that's the beautiful thing about Buffy. There's never an ultimate, end-all judgement about the show because it was so layered and it meant different things to different people. I for one think season 6 was the greatest season, and every time I rewatch season 7, I feel like I'm watching this epic, long movie. But that's the beauty of it all.
I hardly see season 4 as the weakest (it did of course spawn my favorite episode ever, "Restless".) But I can understand why. The Initiative plot was a little sloppy, and Adam was a interesting concept, yet an ineffective Big Bad. Now if Maggie Walsh was the Big Bad of season 4, with Adam coming in near the end of the season to unleash all chaos, then THAT would be a good season.
