The whole bullet incident was not very well choreographed. From the angle Warran shot, it most likely would not have hit Tara. She would have needed to be standing literally in the window for that, and the bullet would have entered at a steep angle. Bullets can be deviated to an extent, but I don't think they'd change directions completely. After all, that's how the police evaluate crime scenes because they are somewhat able to reconstruct a bullet trajectory (unless Warren was too far away).
If the angle would have been maintained and let's say by some miracle it would have still hit Tara, it should have went upwards.

I thought the same thing. Since he shots from the ground and the angle is high, how does it hit her in the torso? If it were to hit her at all it would have been in the head. Like you said she would have to be right up against the window.
Given the angle (Warren being a storey below when he fired the shot and waving his arm about like a lunatic), it may even have ended up in the ceiling.
The bullet didn't leave Tara, in the next episode it shows Willow using magic to pull the bullet out of Tara's body.
Also, the bullet appears on the front of her shirt, where she was shot, this would have happened even if the bullet didn't pass all the way through. Again, the whole scene was badly choreographed, in terms of where Tara and Willow were standing and the bullet trajectory.
