The different forms of the Powers That Be

Over the seasons the Powers turned up in various different forms, or not the PTB themseves but the ways of accesses them, like the Oracles, why do you think this was, apart from Vocah killing the Oracles! Was it to show that the PTB were this big thing and like Wolfram and Hart didn't exist on this plane and had left other ways to be contacted.

The PTB had to be almost inaccessible, otherwise they would have just been a constant deus ex machina... although this was kind of done with lorne. If they had been accessible and regular then it would have been too easy for angel, everytime there was a problem he could go to them and get the answer, problem solved, which would have made for a less interesting show.
