This made me wonder what would happen if the Mayor succeeded? What powers would he gain? Could he breathe fire or spit acid or other such things? If petty demons can do that, then surely True Demons would have powers and abilities of that nature.

And given what took the Mayor out, surely the Major realized that even the military in his own day could take him out, and in our day and age a single jet and perhaps even military chopper would be enough to take him out. He was no Godzilla in toughness (though I'll assume he was at his weakest at the moment of transformation when Buffy and friends slayed him). Therefore he must've had a plan. Perhaps it was to open the Hellmouth and lead an army of demons upon humanity which could reduce our civilization to the dark ages, or maybe even suck Sunnydale and surrounding regions away into some pocket Hell dimension (possibly one that grew into a full world). In either case, something along these lines could happen:

Though I've already thought of an epilogue of someone finding all the Mayor's notes and works and deciding to start the process over...

My understanding is that Buffy and co stopped The Mayor from becoming an Old One- like Illyria; a pure demon who walked the earth before Mankind.
Almost certainly he would have many more powers if he'd lasted longer than 10 minutes. The students/faculty was meant to be fuel to fully facilitate his change in Big Snake demon'.

I'd speculate that along side his physical capabilities he would- like Illyria- have demonic abilities that border on the ultra-magical, time-travel/ time-slowing and the like. Maybe he'd even keep his mystical knowledge and resources he'd acquired as the Mayor; a truly frightening prospect.

I suppose in terms of pure physical threat Mayor-snake made Adam and even Glory look like easy jobs for the US army.

Given that the mayor would not be gender specific, is it bad that the thought of snakey in that cute leather outfit of Illyria's makes me smile. And smile in a way I'm not allowed to describe on a family friendly board

It depends of how much of 'The Mayor' remains behind after the transformation. Faith tells Buffy that 'human weakness' never goes away but maybe that would've faded over time. So Mayor Richard still would've been a 'he-demon' otherwise.
