The First taking on other forms

It just occurred to me that, even though she was never shown on the show, and only mentioned once, Faith's old Watcher, who was probably the only other person who had ever been a parental figure to her besides Wilkins, would have been good. She could have been as ambiguous as Joyce was. Is she an agent of the First Evil, or working for the other side? I think that would have been interesting.
