I think theres a little truth to the First not being as good as it should have been, but it was a very big taunter, and im a big fan of that. the only thing is they never conveyed how much control it had over the forces of evil while being incorporial. Sure the uber-vamps and Caleb were pretty dangerous, but there should have been more opposing buffy pushing her to her limits. The focus was to much on the slayers for season 7 and not enough on the big bad and the Scoobies for the middle portion of season 7.

The First Evil had control over anyone who accepted evil or any kind of negativity into his or her heart. Because it is the essence of evil itself. An essence that is part of every living being.
The First Evil was basically a continuation of Season 6's theme featuring inner darkness . . . but a darkness that reflects itself in an internalized manner.

even though it was internal it could have also had some external minions that pushed the group to its limits.

I believe that those minions were nothing more than a representative of any of the characters who allowed the First Evil (namely their own inner darkness) to assume control of their actions.
