Buffy is in Japan. She doesn't smoke. She has to put a vampire on fire – so she reaches inside her vest and takes... a lighter. Has she kept Spike's lighter? 😀

Quite possibly. It's the kind of thing that Buffy would have been likely to keep as a remembrance of Spike.

vampires don't like fire so it seems logical to me that Buffy should keep a lighter on hand just in case.

With all the tech Buffy had in season 8, I think her having her own lighter is pretty unsurprising. I have a few lighters and I don't smoke.
