No. The Mayor was standing there before he left. Also, Buffy killed that snake. And the Mayor wasn't dead after that.
 
It was (one of) the demon(s) Mayor Wilkins had an "arrangement" with. Come to think of it, there may be a connection between the fact that he had this deal with Lurconis, and the shape his own demonic form would take after his Ascension - but that's just speculation on my part. 🙂
