Ryan Kiera Armstrong announced return to her Netflix show was probably a big indication of that and the announcement of the pilot cancellation was most likely delayed to give the actors a lead time to find work.

My understanding is that actors who are signed for pilot episodes have an initial availability window that the studio has to pay you for, along with an option for a series production window. I'm sure it didn't go unnoticed that the first window expired, but they don't pay you indefinitely to sit on your hands and wait for a production order or a contract release. Most pilots don't go anywhere, you don't clear your schedule for the next seven years until you get the contract to do so.
