There used to be only one slayer. She guarded the hellmouth and fought the forces of mystical evil. Buffy activated at least 1800 slayers she knows of, and has organized 500 into a private army. A secret organization we're calling The Twilight is upset about this. They claim it upsets the balance, but what are they really worried about.
There has always been individuals, and organizations battling the forces of darkness. The original demons were chased off this reality by groups called The Mage, and the Lorranites. The PTB have recruited at least one champion we know of, who recruited more on his own. The Watchers had operatives all over the world and they needed a "wet works" division to do hands on work for some reason. The American government has The Initiative battling demons. There's others, and there's no doubt others still we have yet to meet.
Do 500 slayers really upset the balance? Is that what The Twilight is really bothered by. I say no. I say the real itch they want to scratch is the idea someone else might gain control over how that balance is managed.
It's like the RIAA (record industry association of america). They don't want people sharing music on the internet. They say the industry is losing money, because of it, but there's never been any real evidence of that. The industry might even be making more. There's always been free music. Technically when you sing Happy Birthday at Chuck E Cheese, drive with open windows playing tunes, or listen to a street corner busker then hum the song as you walk down the street, you're committing a copyright violation, so it isn't really the sharing that's bothering them. It's the idea they might lose control over how the distribution is carried out to independents that they fear.
I suggest it may be the same kind of thing with The Twilight. They don't want independents interfering with the way the balance is controlled. It isn't the balance itself they care about.
