So . . . the Watchers' Council still exists in the post-"Chosen" world, with most of its members (with the exception of Buffy and Faith) being men. Despite some changes, nothing has really changed. How sad.

I'm going to assume you're not basing that on a spoiler, and you're talking about the supervision of Buffy's slayers.
Andrew appears to be the only one left who thinks of himself as a Watcher, don't you think?
Giles and Faith appear to have gone rogue. It's not clear exactly what they're doing yet, but Faith says she wants to "stop stabbing", and play social worker, maybe help walk a few bad girls from the brink. Giles says he wants to help her. Are those Watchers? I don't know.
Xander appears to have gone military.
Rona, and some other older lady are administrating.
Vi, Kennedy, and Satsu are leading cells of slayers.
Who are these Watchers of which you speak?

Giles said in the first issue of the "No Future For You" arc that he was, for all intents and purposes, the Council, which would lead me to believe that whatever reconstruction plans that he or anyone else had had post "Chosen" sort of fizzled out. And knowing Andrew as we all do, the dramatic effect of being "The Last Watcher" would be irresistible. For that matter, we only have his word that he was ever officially involved with the Watchers at all. He might still be an evil criminal mastermind, just waiting for the right moment to make his move.

The main headquarters of the Watchers Council, where all their collective knowledge, documentation and senior members were located was destroyed in Season 7. Given that it was 2003 its possible the in-universe explanation was an act of terrorism in reprisal of the newly started war in Iraq.
Quentin mentioned in that scene that the Council had something akin to embassy's in other countries but that those were only safehouses with minimal resources and a number of Watchers each.
After the destruction of the Council proper, they more than likely fled and went underground, helping find the Potentials and using whatever funding and resources were left to find the Potentials and send them to Sunnydale.
There may well be dozens of actual Watchers left, but they would be lower ranking members all aiding the new Army, probably spread out over the different Slayer cells/groups.
And as we know a couple went rogue like the one who worked for Wolfram and Hart several months later.

We do know the Watcher organization either survived, or was reborn somehow, because Urkon says so in Fray. They just didn't train slayers anymore, and they went nuts.
Then there was that older woman we saw in The Chain. The one who was with Giles, and Rona when they were organizing the young slayers. She looked watcherish.
And Giles managed to abscond with some watcher literature before the Season 7 explosion of watcher headquarters. I'm going to assume that's what's in the library where Fray lives now.

Have Watchers always been recruited and trained educationally, or have they ever been "called" in a supernatural sense like Slayers are? Do they ever have any truck with visions and the like, or is their information taken straight out of books and personal experience?
I also assumed that some Watchers survived the destruction of the Watchers' Council, however, I wouldn't be surprised if the First managed to destroy some of the safe-houses or embassies as well, further diminishing their numbers. Is the scattering of the remaining Watchers the reason our current Slayers don't employ them? Or is it the result of a deliberate choice by Buffy and/or other Slayers?

There's still Giles's friend who was mentioned in Season 7, Robson i believe his name was?, and Roger Wyndam Price, and they can't really expect us to believe that every watch apart from the ones i just mentioned were in the Watcher's Council base when it blew up. What about the ones that were out researching stuff? Or one's that were off work ill that day?
