I know you're wondering about the title, so here's a quick break down: the Scoobies represented the KKK, and Buffy was the Klan's dragon.
The proof is all in the set-up. See, Giles was a librarian; and what's a book? Mein Kampf! Mein Kampf is a book, and Giles is a librarian. He imparted his knowledge onto Buffy, who carried on the white pride movement from her predecessor, who was killed on one of her patrols. But what do the slayers do on patrol? They kill vampires. Vampires represent immigrants; people often talk about immigrants being leeches on society and stuff and the vampires symbolise that and Buffy, the genocidal leader of the KKK, dedicates her entire life to ethnic cleansing.
And then there's Angel and Spike. Angel has a soul, i.e. he is a white man in an immigrant's body. He feels like he was born into the wrong race, and is trying to atone for his past way of life by integrating better into society, but he still faces discrimination (by the sun, he can't go out in the day - that's like, racism) and he still has a thing for little girls. He's the foreign predator. When he slips back into his primitive culture, however, he finds he can't come back out and ends up just like any other vampire again, and is condemned to hell because he is the heathen.
Spike, on the other hand, is a vampire on the inside but fits Hitler's Aryan vision on the outside with his blonde hair, also he used to own a Nazi jacket. He's a vampire inside and is proud of it, but he likes the Aryan aesthetic, and that cognitive dissonance plays a big part in his personality. He likes blood, but he eats Weetabix DESPITE it being well known that consuming gluten increases the risk of hepatitis in vampires! Because that's how much he enjoys taking part in both sides. And although he's a psychotic killer he does feel emotion to a degree, but as he proved when he tried to make surprise sex to Buffy he is at the end of the day a foreigner to the slayer's ways.
And when Giles took the option out of Buffy's hands to kill Spike in season 7... he knew Spike was dangerous. He implemented a final solution.
