Tough question, im more of a top five kind of person. I'll go with my gut reaction.....
Buffy - Restless
Because I'm a fan of surrealism and foreshadowing.
Angel - Are You Now Or Have You Ever Been?
For its noir themes and for its character analysis of Angel.

Angel: "Deep Down." Angel suffering from hallucinations is the least bonkers part of the episode. Fred making a sandwich for Connor and teaching him about the value of surprise is the most, and Wesley demonstrating a new found appreciation for women is second place. Honorable mention to the Latino vampire gang that is somehow less threatening than a human gang.
Buffy: "Old Passions" IMHO, this episode is the reason we are still talking about this series. Fun and fancy free Peak Angelus has a fit of whimsy, and decides he is going to earn that downside guarantee this week.

Angel: A Hole In The World / Shell
I see these two episodes as a big extended episode and while we grieve for Fred in this episode, I love the tragedy of it and everybody on the cast brings their A-game. It's an incredibly good and well-written storyline. I also love Angel and Spike get closer in this episode.
Buffy: I Only Have Eyes For You
Objectively, there are better episodes than this one, but as a Bangel shipper, I have a soft spot for the melodrama of this one. I also love the scene where Giles talks to Buffy about forgiveness.
